The right handheld thermal monocular depends far more on your ground and quarry than on your budget.

Set the dioptre before anything else. The eyepiece adjusts to your eye. Focus on the on-screen graphics using the dioptre ring first, then use the lens focus for the scene. Most people never touch the dioptre ring, so they think the device is soft.
Test it on known ground. Walk somewhere with animals you know about. Understanding what a fox looks like at 200m through your specific device is worth more than any specification.
