In most of Europe, handheld thermal devices used for observation are widely permitted and treated far more permissively than thermal devices mounted on a firearm. Rules vary by country and sometimes by region, and they change, so you are responsible for confirming the law where you live before ordering. Yes. Thermal reads heat, not light, so it works day and night, and daylight will not damage it. Contrast is often lower in bright sun because the ground warms up. By contrast, daylight can damage traditional image-intensifier night vision.
